Jackpot for State Employees! Salaries to Jump 3x as 7th Pay Commission Announced!

In a massive move aimed at winning over state government employees ahead of the 2026 Assembly Elections, Finance Minister Chandrima Bhattacharya has announced the formation of the 7th Pay Commission for West Bengal. This long-awaited announcement, made during the presentation of the 2026 State Budget, marks a historic shift in the pay structure for lakhs of employees.

The Magic of the Fitment Factor The most anticipated aspect of the 7th Pay Commission is the ‘Fitment Factor.’ Financial experts and employee unions suggest that to bring parity with central government standards, the state may consider a fitment factor between 2.91 and 3.15. If implemented, the Basic Pay of employees could potentially triple.

Salary Calculation Breakdown: For an employee currently drawing a Basic Pay of ₹18,000:

  • With 2.91 Fitment Factor: The new Basic Pay would be ₹52,380.
  • With 3.15 Fitment Factor: The amount could reach a staggering ₹56,700. Beyond the basic salary, this hike will trigger a proportional increase in House Rent Allowance (HRA) and Dearness Allowance (DA), significantly boosting the take-home pay.

Effective Date and Implementation The tenure of the 6th Pay Commission officially ended on December 31, 2025. Theoretically, the 7th Pay Commission should be effective from January 1, 2026. While the announcement has been made in the budget, the formal process involves issuing a notification naming the commission’s chairman and members. However, there is a strong possibility that the new structure will be implemented with ‘retrospective effect,’ ensuring that employees receive arrears from the start of the 2026 calendar year.

DA Hike and the Political Landscape Alongside the Pay Commission, the government also announced an additional 4% Dearness Allowance (DA) hike, bringing the total DA from 18% to 22%. Despite this, a gap of nearly 40% remains compared to central government rates.

As the 2026 polls loom large, this move is being viewed as a strategic masterstroke by the Mamata Banerjee government to pacify the workforce. However, concerns regarding the ‘Model Code of Conduct’ remain; employees are anxious whether the commission’s setup will be delayed once the election dates are officially announced.
