New Delhi, May 5, 2025 – In response to heightened India-Pakistan tensions following the April 22 Pahalgam terror attack that claimed 26 Indian soldiers, the Ministry of Home Affairs (MHA) has mandated nationwide civil defence mock drills on May 7. This directive, evoking Cold War-era preparedness, aims to equip civilians and authorities for potential hostile strikes, including missile or air raids. The move underscores New Delhi’s resolve to bolster national security while fostering resilience among citizens.

The MHA’s five-pronged strategy includes operationalizing air raid sirens in urban centers to alert residents of aerial threats, a measure not widely practiced since the 1971 Bangladesh Liberation War. Training sessions will educate civilians, students, and workers on duck-and-cover techniques and first-aid, empowering communities to act swiftly. “Preparedness is our shield,” said a senior MHA official, emphasizing the need for calm under pressure. Crash blackout protocols will plunge cities into darkness to evade enemy surveillance, while camouflage exercises will shield vital installations like power stations from aerial reconnaissance.

Additionally, states must update and rehearse evacuation plans to ensure orderly relocation from high-risk zones. “These drills are about saving lives through readiness,” noted defence analyst Colonel Rajeev Sharma, highlighting their role in averting chaos. The initiative follows Pakistan’s alleged links to the Pahalgam attack, which have sparked cross-border firing and diplomatic fallout, including India’s suspension of the Indus Waters Treaty.
